Steem Hard Fork Coming July 26 to Tackle Excessive Posting
Starting 26-JUL-2016, you might see a little less frequency in posts from individual users posting by throwing everything at the wall and seeing what sticks. Why? Because the reward structure is going to be adjusted so that such behavior reduces payouts.
The release description on GitHub reads:
Each root level comment has a reward weight which impacts the end payout of the post. We are targeting 4 posts in 24 hours. Your first 4 posts in 24 hours will not be penalized. After that, they weight is decreased from 100% based on your average posting frequency. Having a frequency just barely higher than 1 every 6 hours will have very little impact, while spamming will be penalized heavily. This change is aimed to increase the quality of content at the cost of quantity.
Essentially the rewards will be adjusted based on post frequency, with a payout curve that resembles the following:
This will allow a user to burst a few posts without penalty, but then as posts continue to be excessive, the rewards will be decreased.

This discourages activity. You would think Steem would want us to be constructively commenting on multiple posts per hour if we have the time to do so. What if you get into a conversation with someone on a post?
Or is this only for new posts and does not affect comments?
I read fast. If I read an article every 5 minutes and comment with my thoughts, upvote the post if I liked it, etc. Does that mean I am having decreased rewards within 15 minutes?
I get it, we need to prevent spam. Absolutely, but isn't that what the community is supposed to be handling? Shouldn't we be just simply flagging more posts?

I believe this change isn't about comment Spam, the change is to Posts. if you post more than 4 times (in 24 hours), then the weighting begins to be affected. You can still comment/discuss freely on posts.

Yes, the language is a bit confusing. The blog does a good job of explaining and they provided a chart for actually visualising the new reward structure. you can find the post here

This just affect comment payouts? not post payouts? So in essence, we have 4 comments that should be used sparingly that we can get rewarded for?
