Multitude of places, steemit is just one! You can get accounts on @splinterlands, ME (if you ask me for one), any user that has accounts claimed, etc... Steemit is just one hat of the person STEEM (blockchain). You can dress STEEM in many ways, aka have various different UI (user interfaces). If still not clear, please re-ask.
There is no official announcement of that. But even if there was, because STEEM is not from Steemit.com, there is no way the SWAP can be guaranteed. Basically there's no way it will happen in my view. If there will be a way, STEEM will keep existing... just like other chains. The value might change, but still will exist. Its impossible to kill STEEM if you don't kill ALL the nodes.
Steemit.com is a front-END not where the money is really at. So if Steemit.com goes down, you don't loose anything. For example, you can just download @esteemapp and keep playing with STEEM like you were before.
