Steem Load Balancer RPC Node Update: Refactor and Fix Tests
I've recently updated the steem-load-balancer repo:

This PR fixes broken tests, applies code formatting using Prettier, and slightly refactors the test structure for better clarity and maintainability.
It does not introduce any changes to the load balancer logic. A new Docker image has also been pushed: justyy/steem-load-balancer.
