CEX.io is based out of the UK. Yes, they accept cards and Bank Transfers (also to exchange crypto to fiat). They are worth a visit. For the Fiat support though, they ask to verify your ID with a photo ID. This is fairly common now for exchanges. I did not mind it.
Howdy tonight sir deepwaters! yeah the last few exchanges I joined they wanted photo ID, email confirmation, proof of residence document, phone number and a selfie showing me holding the photo ID with a sign with the date and the name of the exchange written on it. I thought it was a little much.
