The idea is great but, PayPal and credit card a as a whole they don't want to lose the game if they alow a transaction and I mean purchase a crypto currency they are automatically loosing their business in the future, although there are small holes or Grey areas that let you purchase crypto currencies. Your idea is great the implementation is not that easy. Maybe bitshares would be a good solution, partnership with a central entity is key for this implementation.
