I understand your frustration and I would agree to a point that refereeing is sometimes a problem when if comes to bad or missed calls.

That said, I think the bigger issue is the rules themselves and the team owners who change them... EVERY YEAR.

Every year the team owners meetup to discuss rule changes and every year there are a few team owners that are mad because their team was 'cheated' due to a rule or lack of a rule. This is how we got Aaron Rodgers rule, that says a player can't land on the QB which you referenced.

They always claim to make these rule changes for 'safety' but it's clearly only about money and winning (which translates to more money). Having Aaron Rodgers injured cost the team money and wins.

In my opinion, there are just too many rules and reasons to throw a penalty flag. The game has become too confusing for referees to keep up with. They're told every year to focus on one issue more which leaves other penalties to be missed.

You can find a penalty occurrence on EVERY play if you look hard enough. Start with the offensive and defensive lines... Every play someone is getting away with a hold, but the game would be even worse if the refs threw a flag on every play.

Both the game and fans would benefit from simplifying some rules. They made progress with the catch rule as they eliminated the movement of the ball point and the 'going to the ground' part.

I think that's the right way to fix the game. Simplify where possible and eliminate rules where possible. Stop adding more rules on top.

Sadly the game has become more about debating a play (was that a penalty or wasn't it?) rather than watching the players ACTUALLY PLAY.

Anyway, just my two cents! Believe me, I feel your frustration as do a lot of fans!
