It's such a vivid image, yes; one can see how it would work, a system of concentric watchers watching the watchers and keeping us all honest and rewarding each other for that honesty.
Curation rewards for people who curate performances and perhaps a little extra reward for the athletes whose self-reports tally with the reports of others.
