Difference between sponsor and fee

An agent told me that the training is under sponsorship but need to pay for training fee. 🤔 I am somewhat confused here so I googled those words. Sponsorship training means everything under the training program will be on company's tab so why the hell I need to pay for training fee. If I need to pay for it, it is not sponsorship. I'm speechless. 🙊
