War is "permitted". That wasn't the question discussed. As far as instruction goes, becoming slaves (becoming a debtor to a lendor) is explicitly not permitted. The article explains this.

Otherwise the Bible treats the matter at an impasse--not with "permission" but ".. in spite of..". I don't think you read the article.
