Bust left, with legends BOLÍVAR and LIBERTADOR. Engraver’s name at base (BARRE = Albert Désiré Barre).
Simón Bolívar did not conquer, he liberated.
On the reverse
Coat of arms with legend REPÚBLICA DE VENEZUELA above. At bottom: Value 25 centimes, date 1960, weight 1.25 grams, and composition (metallic millesimal fineness) LEI .835 (83.5 % pure silver).
