Yes, it takes some time (approximatively 20 minutes).
The system is currently being reworked so :
- Actualization becomes instant,
- Balancing will be adjusted so upvote strength distributed on users' posts becomes more fair.
I will write an update post detailing the changes once this is tested, up and running.

Regarding the score system. I don't really understand the points for influence.
Equation for influence score is bit of mark in my eyes maybe if it is possible to use some kind of engagement tracking instead of age acc for example.
Influence score is your "influence" on the social networks, not here on Steem. It's still in BETA though, the exact formula to calculate it will be subject to changes soon.
