Your title does not mean anything, the link with the source does not point to anything relevant, the news is old (early May 2016) and not that correct! Moreover, the picture has nothing to do with neutrinos!
As a particle physicist, I am hurt by your message...
FYI, the hypothesis of having one single species of sterile neutrinos on top of the three standard model ones is excluded at the 99% confidence level. Which is different from what you say.
