Small and medium-sized businesses are only exempt if all three requirements apply (not older than 3 years, less than EUR 10 million turnover, and less than 5 million monthly users). In practice if a website is older than three years it is not exempt from Article 13 (now 17) any more, which will put an insane amount of burden on small website operators and start-ups.
non profit ones i believe exempted aswell? steem gives its profits to the user content. wikipedia is exempted for being non profit?
Yes, non-profits and Wikipedia are also exempted, but nowadays almost all websites which have ads (including steemit.com) are for-profit.
profits go to content creators and witnesses? idk about the ads as they seem new
