Dead deer on the side of the road with a balloon tied to its leg

I found this to be very disturbing, but someone felt the need to tie a balloon to the leg of this poor dead animal on the side of the road. What will be the cultural impact of this practice? Will we see it and similar events more often? #wierdNJ
