MonsterMegs! I pay $5.56 a month, they accept bitcoin, and they include SSL certs for free. I've been using them for almost five years now mainly for WordPress blogs; my websites have never gone down, their customer support is always very fast, and they've never raised their prices on me! They are US-based (out of Wisconsin I think) which I agree is a con, but they haven't given me any other reason to switch just yet.
I don't even have an affiliate link for them so you know it's a legit recommendation :P
But that's just for blogs. If you're hosting your own projects, maybe something like DigitalOcean or Heroku? Some of these new cloud-based VPS hosts that are designed specifically for web apps are pretty cool.

Thank you. It does look like monstermegs supports cgi-perl, mysql, and php. And they do claim to offer free https. They also claim to have unlimited sql. It also looks like they are having some kind of sale, but the link isn't loading for me to see what exactly it is. They seem to be quite limited in storage space and bandwidth. I read somewhere that they don't accept refunds on bitcoin payments-not an issue for me. On the reviews, I see a few people complaining about 403 errors/server resources related. On trying to go back to their website, I am getting this error message, "This site can’t be reached www.monstermegs.com took too long to respond." If not for the system resource issue, they would probably be good for most normal/small users. Maybe the down time is just temporary, so I'll explore it some more later.
I kind of looked at the other two. They don't seem as direct as to what they are offering [to me] as monstermegs did when it loaded.
