Short answer is NO. .gov has needs to add approximately 10% of country wide GDP to the economy each year via new debt. Think about that for a second, if .gov stopped borrowing money for just one year, the whole national economy contracts by 10% at the very least. They'll try to play musical chairs as long as they can, but they won't be able to deviate from mathematics forever.
