Well, in a town i used to live in, there was rioting and looting and they burned down two banks. Now, the town has very little "scum", but the cops there, they are working to buy up the town and have committed murder suicide to get people to leave.

It leaves a questions about where the "looters" came from.
Especially since the police station is two blocks away.
