Who will be blame about poverty?

The govenment who will always say to people that they can reduce poverty
and they say that they will find solution about this?
The government who will always make promises to the poor people that they will help and help and help?
The government that always claim that they reduce poverty in %?

Or

To the poor people that always hope that they will help by the government and they dont take or made action because poor people always thinkthat there is a government that promise to poor people that they will help them? To the poor people that too lazy to take action to help themself to get out to poverty? To the poor people that always think they cant get out to poverty because they uneducated? And to the poor people that they think that hopeless to get out there.

Many of use blaming each other who will be the one to blame about poverty.
