RE: random idea popped into my head after seeing @nathanmars daily periscopes.
well like i was saying you need a 'pull' to get some attention so i'd build out a series of resources and tools for fellow others to find, that means lots of audio, video, textual posts, a little dash of pinterest, some twitter, some instagram -- maybe hire a coder to make a series of extensions that do something really basic like use that open source font and override the fonts to that font for a bunch of the steem frontends -- that way you have a tool you have built for the community you are trying to build.
set up a discord specific for the issues and challenges, have different rooms for the different issues that come with it -- that's where i would start, just about applying creativity to it really. searching for people who have the same on the platform and building a community around it -- maybe make some footers to make people aware of it that go at the bottom of your post that go to a typeform, things like that.
build an email list, find people via twitter/facebook and invite them into steem away from those centralized places -- once you have a tool that changes the look of the overall sites (i.e the extension i was talking about above) then you have something to barter their attention with.

Ok that quite a lot to do haha. I'm don't do social media so would struggle with that side. I will have to look at what I can draw in from my podcast. I might look into setting up a discord and try and develop some support through here, I will do some research and find some info and resources. Trying to build some support to help me along.
