First off, which country was the first? Uruguay, but it is still illegal for foreigners to purchase it. So, do not expect Uruguay to be the next Amsterdam anytime soon.

Canada may have better buds to research but it's still far from being on par with the need speed of application processing due to good ol' fashion bureaucracy. The issues at hand are reasonable but a quicker processing time is needed.

" Health Canada told CTV in an emailed statement that the agency must ensure that every application meets a wide variety of regulations, including:

• Security to prevent unauthorized access
• The appropriate amount of storage
• Proper record keeping tracking inventory, production and destruction of cannabis
• Prevention measures in place to ensure research marijuana doesn’t find its way to the retail market"

Dr. Michael Verbora of McMaster University had concerned that other countries will have better regulations when dealing with such research and Canada could miss out. I have my doubts. Look at the US. Canada may miss a out on a few of the many many breakthroughs that will come from cannabis research, but I still doubt that this current red tape should give them too much concern.
