I think your first statement was closer to the truth... He's trying to keep stability. I don't believe he's an actor. I'm locked and loaded (and old so he better hurry up) if he needs me!
Unfortunately, you can't have stability on a rotten foundation. Hopefully he has been prepping the battlefield, but the sooner he acts, the better
