One obvious way would be gun prohibition. Prohibiting guns will make mass killing a mission impossible. In countries like South Korea and Japan, where guns are prohibited, mass killings are almost never heard of. This, of course, will happen only if we can convince the rest of Americans, even those who have voted for Trump, so I'd say the only hope are our future generations.
