I used ezgif, an amazing in browser web tool for adding images to Animated GIFs https://ezgif.com/overlay/ and i must say it does rather everything you would need all in your browser, perhaps even working on phones (since a good GIF editing app is hard to find)

And to create much of the custom text and PNGs images to add I used https://www.photopea.com/ an in browser Photoshop Clone that leaves you forgetting you arent't even in photoshop as it has all the same tools, menus and layout.

https://Photopea.com I recommend for everyone who doesn't want to mess with the hassle of todays Photoshop and who would rather have a lower resource FAST photo editing tool. Now for mobile I havent tested it THAT much but i DO know it works pretty good, and I just have to look for a good ANIMATIOn or VIDEO maker Mobile App for android, one that could create custom animations even computer voice and 3d model character animations, anything like that I would be grateful to hear about! I have a site called https://rawshorts.com so far that can even convert a blog post even steemit post into a video with AI robot voice narrator and everything but Id like to know of others. I want to use whatever service youtubers use to create text to speech video. I have a lot of videos to produce. DITTY app is a start for automated short commercials on the fly.
