I'm not saying it's a waste.
We have over 40k homeless veterans on the streets of the u.s.a., and in my opinion spending on space exploration while failing to care for war veterans represents bad values.
Take it out the unnecessary military budget. Taking out the entire NASA budget total from the military is a difference of 3%, or from 600 billion to 588 billion.
Let nasa get a 14x return on their investment and use that for the veterans.
The military budget is the reason why there are some many veterans in the first place.
