Right, from what i see i can make 2 invitations and i can cast 5 votes. I scroll down the page were it tells me i have 10 available votes....... Moving on, i was trying to look at it and make sense of why i would be bothered with this at all. After reading this post and this other post, i found out it is basically a referral program were whitelist members can invite and vote on members to get accepted and are rewarded by way of a small % commission by MB when the accepted members uses MB voting bot. In a nutshell, the referrer get a small kick back in commission, the new whitelist member gets an enhanced upvote with raised limit and minnowbooster gets better content to upvote resulting in more curation rewards i guess. Winner-winner- winner by the looks of it.

There looks to be alot of interest in this after reading through a few posts and seeing that some members a choking to get onto this whitelist. The rules for getting accepted, using your invites and votes are explained in the 3 diagrams below. These diagrams were taken from a minnowbooster post, wrote by @raycoms were everything is explained step by step.

Some of the benefits of being whitelisted include:

1.) MinnowBooster Whitelist Members are allowed a total send of 100SBD / Day compared to the max send of 50SBD / day for normal users.
2.) MinnowBooster Whitelist Members receive up to 0.5% commission on votes bought by whitelist members they participated in reviewing (depending on the number of reviewers).
3.) MinnowBooster Whitelist Members receive a higher level of profitability on purchased votes when compared to normal vote buyers.

Is it worth it?

To be honest, i have no idea but to me it looks like MB have set themselves the task and of being the example of what a steemit upvoting bot should be. They are trying to filter out the rubbish content for better content and as 1 of the biggest bots on Steemit, they should have a big reach and it looks to be winner all round. All 3 parties plus Steemit would be much better off if all upvoting bots had set rules. We all know that Precious, our 100k SP upvoting bot is exclusive only to members of #steemsilvergold and #thealliance have the Mothership. MB looks to be setting themselves as a great content promoter while rewarding everyone involved, next level shit.
For me personally, i will use auction off my 2 invites to the highest bidders. This is an invitation only whitelist so you need to be invited and there is no other way. Im joking of course but i do plan to use my 2 invites for worthy members that consistently post up great content. The voting side, i am not so bothered because i enjoy reading posts in steemsilvergold and with my limited time, priorities first and all that.
