Number 1 and 2 are the most engaged users? Seriously? Did you take a look on their comments?
Hi, the system is not perfect, but we are improving it. You can always suggest to add someone to blacklist .

The only suggestion I want to make is: create or check it manually.
For the simple reason that you can't automatically identify engaged users and their comments/posts. Just like you can't automatically identify AI-generated content. To make it meaningful, you would have to analyse the content of the posts and comments.
Your Post is just as much spam on the blockchain as the "manually voted" comments of some witnesses/users.

Ok sure, the data is collected automatically but analyzed regularly, the selection of best commenters of the week is done manually.
Since reviewing each of the comments received is quite hard, we try to do checking on selected authors.
Again, always open to suggestions or collaboration with a dedicated blacklist
BTW, community/project accounts are not elegible for votes, I will make sure to exclude steem-bingo next time
