Hahahaha this is crazy but true. In my country most times, if the landlord does not reside in the same compound, then forget it, you will not ever be able to reach him except when your rent is due and he comes to say hello. We live with our tenants in one big compound...and we fix all what we can when we can.

Definitely not in the case the tenant is reckless and destructive, and decides to make the landlord responsible for those inefficiencies.
