Is it right to give to mendicants or not? What do you think??

If you're scared of going to jail, I would say you should keep your money to yourself. It wouldn't do you and the beggars any good if your act of kindness puts you in danger.

I feel that we should help people in anyway we can. That's why I would say yes to your question. Some these beggars Bary have enough to eat.

However, do this with discretion. Are there other ways to help themselves without being on the right side of the law? Try those options out
