if you want to enjoy your meal and drink together, and savor the complimenting flavors (which sounds like it would be more your goal, if you drank), then drinking while eating your meal, or having a drink after dinner, would be best!
Drinking water will fill your stomach which leads to the conclusion that you won´t be able to eat as much as before. That´ll help you to lose weight
