Laws are not with or without flaws, the idea of a 'flaw' is a human concept.
Likewise, living standards improve in almost every country almost every year and much of your reservations are unfounded.
The only real problem is implementation, there is so much good being created, it is just not being taken up because people put the power in politicians, and the politicians have no vision or courage.
Until there is global movement towards genuine self-interest and responsibility, change will be slow.
