A starting solution might be to have a "Consent to be governed" checkbox at the top of all ballots from now on. It would cost almost nothing to add that to a ballot that is being made anyway - either paper or electronic. And, it would at least show if there was a real majority of the population interested in participating or not, even if they were going to threaten and force the minority to comply. I wonder what percentage would actually check that box.
We already have a fair idea how many can't vote or don't vote, so that's already a moot point.
