You're new on Steemit and You're going to need to make acquaintances and make people believe in you and your content for that's what's going to earn you rewards on Steemit.
So, on Steemit, the more you follow people and the more you get followed, the more are the chances of you earning popularity and upvotes.

Here, you want to make sure you're following the right people for it'll be useless to fill your feed with junk you don't read or see or upvote willingly. So, follow those who deserve to be followed and at the same time, make sure you're posting quality content so that others get inspired by your blogs and are compelled to follow you.

it seems good to new bee but as being experienced I can say that it is one of the worst thing you do on steemit because on steemit your followers are your asset if you will try to gain followers with your content they will be more loyal to you. If you will exchange follower-ship its not going to help you any more.
2nd Reason: Because you will follow them back but in the consequences you are going to fill your time line with a shit content, the content you do not have concern about and hence you can not make good relations with the others steemias who falls in the same interest zone as you.
