Some very interesting questions raised here - and I appreciate the logical slant. :c)

It is my opinion that it would be beneficial to come up with a more substantial relationship between infrastructure and consumers - as I am not terribly sure that the present situation is sustainable within the long term.

With localized 'ownership' or 'stake' within the internet there could be a more sane 'direct-to-infrastructure' use charge - rather than to ISPs per se.
