I see that's unique map. When I see, I remember the Queen of Elizabeth. Is it really similar with the map of Europe?

The map is Dutch made and I could not find any queens of the era that looks like this one. This leads me to believe the queen depicted is a fictitious figure.
Who is the women actually in map? I thought the Duthc has idea behind of putting the women on that?
