Only Venezuelans who enter Peru until October 31, 2018 may submit the application for Temporary Permit of Permanence (PTP), to be able to work legally.

TO BE ATTENTIVE. Only Venezuelans who enter Peru until October 31, 2018 may submit the application for Temporary Permit of Permanence (PTP), in accordance with Supreme Decree No. 007-2018-IN promulgated by the government, which corrects the term of the December 31 established in a previous standard. The decree, published in the legal regulations of the Official Gazette El Peruano, also specifies that the deadline for submitting the PTP application is the last day of this year and no later than June 30, 2019.

¿Is it the PTP?

The PTP is a document issued by the National Migration Superintendency (Migraciones), which authorizes the Venezuelan citizen to work and access basic health and education services. This norm was considered by the Inter-American Commission of Human Rights as an example for the region. To request the PTP the Venezuelans must register a regular income to the Peruvian territory. Likewise, the applicant must meet the following conditions: be in the country in an irregular migratory situation as a result of the expiration of their authorization of permanence or residence; or that, while in a regular migratory situation, opt for the aforementioned permit. They must not have police, criminal and / or judicial records at national and international level.

In case of denial or inadmissibility of the request of the PTP and after the administrative procedure is exhausted, the Venezuelans who are in an irregular migratory situation, having passed the term of their tourist status, should leave the country.

The PTP, which allows Venezuelans to obtain temporary residence without having to meet the requirements that are required of other foreigners (such as having a work contract, showing that they have money to invest or be married to a Peruvian or Peruvian) , had been implemented by the Government of Pedro Pablo Kuczynski.

The deadline to submit the application is reduced and will now expire on December 31, instead of June 30 next year, established in a previous rule. It also indicates that those who are denied this document may not appeal and must leave Peru in no more than 30 days after the rejection.

The measures, which aim to regulate the massive influx of people fleeing the economic, social and political crisis in Venezuela, had already begun this week, when the government ordered that Venezuelans who enter from next Saturday do so with a passport. Until this Sunday the national identity document was valid, as with all the other South Americans.
According to official figures from the Migration Superintendence, just under 400,000 Venezuelans have entered Peru as a result of the crisis, which makes the country the second largest recipient of these immigrants, surpassed only by Colombia.

There are 385 thousand Venezuelans in Peru and by the end of the year they will reach half a million.
