The veiled woman is often identified with Arabs or Middle East. Though wearing a veil or covering the face for women is an Islamic teaching based on the arguments of the Qur'an, saheeh hadiths and the application of the Companions of the Prophet sallallaahu'alaihi Wasallam and the scholars who follow them. So it is not true that it is a mere middle-eastern culture...
