It's my believe you ccan draw your house yourself. It's a pity you have to build it at the place but moreover your sister's animals are the reason of all the bad smells and the unhealthy circumstances.
I wonder if a wall is also good to keep a lof of the traffic noise away.
You could start with the foundation and 1 room, a kitchen and a bathroom first and slowly expand.
BTW there's no reason to pay for the hour. You can tell what the plan is, and they should calculate what the price will be and build it for what you agree on. You could also set a fine if they don't finish in time. It's a common thing to do. No one likes to be confronted with workers on a daily basis for the next ten years or longer. And never pay the complete amount in advance and better buy the material yourself!
If God wills it I would consult my brother for getting the possible new house done. I might even use his own house's blueprint and maybe just modify it although I have lots of ideas in mind on how the house would be like in terms of function like getting a natural light and ventilation as well as handling the noise and then the division of spaces for rooms and all that house spaces for a better living quality inside.
A contractual work can be done which means that I can just pay with a fixed price for labor so that it would not get that expensive because it is said that half of the expense for building a house is the cost of labor. Contractual work was the one that my brother used in building his house and it turned out well for him.
The cost of building a home here in my country and maybe anywhere had gotten up more which is why I wanted the hose done as soon as possible because for one thing we needed it badly because of the condition if this current house.
I am quite blessed in even talking about a possible house to be built because for many people it is an impossible dream and yet I am already seeing it being a reality where in my younger years I can't even see how my future holds in short-term perspective although I am just crazy planning and making goals for the long-term because of my medical condition where I can "go" and leave this world as fast as you you can say the word "fast".
