It's a shame to African leaders that we (Africans) are always in the picture of needing help every time..such that once you hear Africa, the next thing that comes to mind is "help".

It's a shame that there has been some provision for people like this, but often times those opportunities are abused or misused. Rather top policians use such funds to enrich themselves, send their children abroad for a better schooling system,opportunities and better healthcare.

It's a shame that I keep seeing Africa in this state/light, always "helpless and in a severe condition" that lacks governmental attention.

Yes, unfortunately it is the case that governments are enriching themselves.
The infrastructure in Uganda is poor.
Lake Bunyonyi is mainly inhabited by farmers.
Unfortunately, there is a lack of everything.
No electricity, no water/sanitation in the houses, inadequate health system, poor school system, malnutrition/hunger...

It is very sad that such conditions still exist in the year 2025.
And this is not only the case in Africa, but also in India, for example.
