How can the community's lack of interest in participating or supporting the dynamics and proposals on Steemit affect us?
A pertinent topic this week, particularly for me.
The general lack of interest in my case caused 2 things:
Dependence upon votes from the bigger accounts - the result of which being that when 1 big account removed their vote, my proposal was stopped.
Somebody active like myself, who is involved in the community can work to change that - the consequence of the above was that I've spoken to a lot of users in the past week to get the required extra votes. The lost votes was over 2m (doubled due to the removal to mine, and addition to the "Return Proposal"). The community has demonstrated its support and smashed this - so the appetite is there, perhaps awareness is the greater issue.
This has also allowed me to understand the users who aren't interested in (or who are confused or don't understand) this aspect of the platform and some have now set me as their witness proxy to do this on their behalf. It's an excellent approach as it's a simple process that only needs to be done once - with users able to easily reverse their decision when they feel comfortable to do so.
Do you think it's appropriate for communities to continue limiting user participation based on language and topic?
If not, then what's the point of a community?
There's the wider Steemit community where people move and interact freely but in my opinion, individual communities were implemented to connect people with similar interests. Using The World of Sports as an example, this is absolutely a place for sports lovers and anything outside of that would be out of place. Similarly, I don't understand why country communities have moderators from different countries. Surely Steem for Pakistan (for example) is for Pakistanis and should be run by Pakistanis. Outsides visiting should be doing so with Pakistan in mind - not to write a Diary Game from Venezuela (for example).
So in my view, communities should absolutely limit participation based upon the founders idea of what the community they want to create.
Yes, I think it's important to raise awareness in the community to support proposals, especially coming from users like you, who are always active and sharing freely.
I'm glad you managed to get some votes. I've also been seeking support for your proposal. It's very important that it be approved, so we can continue making progress on corrections and improvements.
I find your point of view regarding the functionality of communities logical, especially when they're formed to support a particular topic, as is the case with WOX, where only art-related content is allowed. The fact that moderators of other nationalities are present in a regional community may be to attract users from those other regions.
There are always strategies behind a team; the important thing is that each of them is active for the well-being of the platform.

It's a relief that I can continue working on the proposal. It will benefit the entire community so it came as a surprise to see people objecting to it!
I think it's a hangover from the engagement challenges where the steemcurator requested moderators from different nations in their applications. This led to country communities recruiting other nationalities. In most communities, the variety makes sense but for me, not in a country community.

Does this mean 1 vote counts heavier than another? Is that logic?
Votes are based upon how much power you have, just like when you vote on a post. The same rules apply to witness and proposal voting.
