I'm going to renew my disability ID card again to access my discount privileges

Today my dialysis clinic had given me my medical certificate which I will suppose to use for renewing my person's with disabilities I.D. card (PWD) ID so that I can continue to get the benefits of discounts for using the facility and other purchases that I will make in the future like when I get hospitalized, when I needed to buy medicines and even food plus other services like transportation, if I want to go to use a hotel, cinemas, or leisure parks.
But what is important for me is its function of discounting of about 20% plus the discount of value-added tax VAT. Then I get to also use the fast lanes of queues like in groceries, banks, and hospitals especially with my physical condition, I really needed a fast transaction so that I can go home quicker and rest my back again.
But there is a problem, my ID number is not turning on the department of health website. It just means that I get a problem when establishments would verify my ID through on of DOH's website for PWD card holders and finding out that my ID number is not encoded or submitted by our local government. I don't know of that is just an issue of incompetence or our local government have no means of doing it.
That is why I had a problem submitting my PWD to the food delivery service which I am using and so I got denied. It is because they told me that my ID is not listed in the PWD website, the said DOH Philippine Registry for Persons with Disability website. It is frustrating of course but there are many of us that share the same problem.
I already had my medical certificate and God-willing we will go to our municipal government center and renew my PWD ID and see if I can sort this problem-out because even if I have a new PWD if it will not be in the registry of the department of health, it will be useless especially if the establishment that I will going to use my ID will reject it although from what I read, the establishments should never validate the PWD IDs.
I've read as well that the PWD IDs in my country will be unified in form or look and maybe it will solve the issue of unregistered ID numbers which actually creates problems to disability card holders.
