It is not just a matter of accessibility, but of effective resource management. Technology has become something "functional", it works for, for many, just to have fun and pass the time but not as a resource with which to learn, hence we have among the youth many technological illiterates.

Certainly our youth does not effectively use these technological resources in aspects of learning and schooling, so more progress must be made.
