Shopper - is a person who walks through all the aisles, looking at everything. They shop with their eyes and often see those things they don't have on their purchase list and add them to the trolley.

Buyer - is the person who takes what he came to buy, goes straight to the checkout point, and buys. He doesn't look at other things, as he only has one thing in mind.
