Each member has their own thoughts about who deserves their votes. But, I think if someone posted something in a community expecting others to vote for his content. He needs to spend little time to read few others and upvote them too.
Regarding the witness, I guess it makes more sense (from the point view of a witness) to vote for good content on the platform (regardless, if they've voted for them or not). It would make more sense that way. Plus, it would help with increasing their visibility.

Somewhere in the comments here you mentioned "it's hard when it becomes only about joining contests to gain". I think you summed up mainly what some do over here.
