I can tell you many stories about the foster children I had. Not a single problem with me although they were described as monsters. Each one of them was abused.
The only thing I hear when it goes wrong is: We are shocked.
Shocked? What's the point of saying that if you don't give a damn? The only reason I can think of is that is sounds great if you are interviewed.
Since in the highest ranks child abuse and trafficking are found normal there will not chance anything since next to "we are shocked" the most common phrase is: "our hands are tied".
What strikes me most of all is that not once anyone asks or wonders what bme out of the survivors. Many of them have life sentence while the abusers get away with it.
'We are shocked" sounded so hollow.
The problem isn't the child being a monster but it's the abusers. They are the real monsters in this.

It's hollow... I can't take this expression serious. Shocked... they looked the other way and are the first to talk to the press.
