They create gaps in the blockchain.
The crossed-out witnesses do not cause any missed blocks. They have deactivated their node and are not scheduled for block production. You don't need to worry about them. Worse are the witness accounts that have stored an active signing key but no longer operate a node. For example, the former witnesses that have moved to Hive (gtg etc.).
The voters for these witnesses must remove their vote. But if you look at who votes for these witnesses, you will usually find that these are also inactive accounts. They are therefore remnants of the split that will not disappear any time soon. However, these witnesses really don't cause any problems if the Top20 witnesses continue to ensure permanent block production.
That's why you don't have to miss out on the fun of Steem.
If Anyone with a Node Can Be a Witness, Why Isn’t Everyone One?
I think a good witness should be able to do more than just set up a witness node. Even if it doesn't necessarily have to be the case that the witnesses are also developers.
I would also support new witnesses if they are active and don't just want to earn rewards. At the moment, however, I think we need witnesses who can deal with the blockchain code and want to work on it. At the moment, we have many witnesses who are working on the apps/frontends. No question, we need them too. In my opinion, however, the balance is currently disturbed. This could also be a reason why blockchain has not made any progress for a long time.
It sounds to me new witnesses do not earn since they do not generate blocks = Steem meaning they invest by paying for a server, electricity to keep transfers going on so the top 21 witnesses have nothing to worry about...
If it comes to the crossed-out why not remove them? This is really not a great promotion for this platform. Place them in a separate tab with the chapter: history

Thanks for the update/added info. It might be good to join hands and make an overview of what is needed most to look attractive and make Steem interesting enough to be put back on the list. Visibility would be the first step.

We have a decentralised system. There is no authority that can remove or administer accounts. Only the rules of the blockchain count. A witness account can deactivate itself, but it remains a witness account. It therefore continues to appear in this list.
As you have already written, rules can be changed with a hardfork. For example, I would argue in favour of deactivating witnesses that do not produce any blocks for a longer period of time. An even more far-reaching measure would be to delete their votes.
Some of the DAO-funded proposals point in the right direction. Not much has happened for a long time. But now we have approaches that could take us forward. But it will take time.
But the witnesses and developers can only offer. The users have to take it. But if the majority of users just take out of the system instead of publicising it and leaving the rewards in the system, then no matter how hard we try...
This all brings me to 1 question: how to realize action among all users?
It worked with thediarygame, clubstatus,
burnsteem for several years but not with using the right hashtags, being creative, upvoting, voting for witnesses and proposals.
Is there an easy way to explain why this is a need but also make the act easier?

proposals are hidden and many not written in an easy way to understand. Next to that it would be good if (some) communities could discuss them since no one knows what it is, meant or will look like.

This works because the users hope to get a big vote. Most people do what gets the highest votes. That's why it's not very creative...
Good suggestion. It shouldn't be that difficult to fade in if the user still has witness vote slots available.
Each witness has the possibility to store an URL in his properties. This could be a link to an introduction post or something else. On steemitwallet or steemworld each witness already has a button with a link to this URL.
So the (empty) link with some should be the "whitepaper"?
