Plans for missed block reporter code revision

Hello, this is @joviansummer(witness: @jswit). I'm thinking of revising missed block reporting process for witness discord channel. These are a few points I've come up with so far:

• Maintain hourly checking of missed blocks, but don't send out hourly reports. Track stats for multiple hours so that accumulated stat is available when actually sending out a report.

• Send out report when top-50 or linked witness misses block. For example, a top-50 witness misses a block in 3 hours, report will be generated containing missed block stats of past 3 hours.

• If there is no report for 24 hours, send out report with missed blocks stat of past 24 hours.

• Connect missed block reporting process with STEEM SECURITY, so that a witness using STEEM SECURITY can receive alert messages regarding missed blocks via discord or telegram messenger.

Currently, missed block reporting is suspended due to server footprint re-organization. I'm going to bring back the current version of reporting process online, and then work on code revision. I'm not sure how long it will take to revise the code, but I hope it won't take too long.
