If you are looking to start a community on steem, it's never been easier than right now.
Steemit,Inc announced yesterday that they are giving out 250k "delegations" to community builders.
They are even giving out a 1 million "delegation" as well.
It's not technically a delegation as they said they will be giving out posting keys (voting keys) to selected community builders, which means there is no curation to be had for the person doing the curating, which is a very important difference to understand.

Yes, that is correct, good catch!
Let's do this better... If people send me STEEM, I will delegate Steem Power to anyone who helps me to downvote spam... I will do same offer on Hive too... I will check latest downvotes of any user who asks for delegation.
