Yes, in the first tier it needs [50 rep+150 SP+Achievement Task-4]. So if you fulfill all three, you can participate.

There are two variants in the Beginner tier:-

Beginner[Fixed]
Beginner[Dynamic]

I hope it is self-explanatory now.

Will somebody ever explain what "Achievement task" means? And Pls explain to me how someone just joining Steemit today can scale all the hoops to participate.
