I do not 100% agree with this. Remember for one to be able to access a patient’s record, keys must be needed or probably a means of accessing the information. Imagine the crypto wallet we all have, I cannot access yours if you don’t share keys with me. Generally good entry!

Not necessarily, @merci26. I believe those health records are more like Transactional Records in the blockchain. For instance, I don't need your keys to know how many steem you have, when you joined steemit, the account you have transferred most of your steem to, and which sets of persons you vote most.

Keys are mainly to perform entry operations, like publishing a post, or making a new entry on the health records of a patient. Apart from that, you don't need keys to know how many times that patient has visited or stayed in the hospital, or what he is being treated for.
