The Steem Load Balancer at London Crashed with Out of Memory

This isn't common - as the Load Balancer runs in the docker container.

And somehow, the node became laggy, and often all the poke-requests failed but they should not:

I've spent some time today debugging and fixing:

I've introduced the p-limit which limits the concurrency of the poke requests.
I've changed the json config to yaml, as I think yaml is far better, because it supports comments.
